# OCI disaster recovery and backups
Owns recovery dependencies and evidence: backup inventory alone does not prove RPO or RTO.
Owns retention and recoverability questions even when only one service is named.
When a request combines a change with its effect on existing backups, assess the
effect here first and delegate the exact service command. A command-only request
belongs directly to the service skill. This division is about the requested
decision, not the number of services mentioned.

## Failure modes
1. ID 13: `NotAuthorizedOrNotFound` (HTTP 404) → ambiguous scope, permission or resource absence → verify source and recovery-region IAM, keys and subscriptions separately.
2. ID 18: `IncorrectState` (HTTP 409) → resource transition conflicts with the requested operation → stale plans or failed executions require step-level review, not a repeated failover.
3. ID 20: `InvalidatedRetryToken` (HTTP 409) → token refers to a changed or deleted entity → inspect existing execution state first; a newly authorized, logically distinct operation needs a new token, never a blind failover retry.
4. ID 2: `InvalidParameter` (HTTP 400) → invalid request value → missing dependency or wrong recovery direction invalidates the proposal.
