Build reusable components that leverage design tokens with Surface primitives and CVA (class-variance-authority).

## When to Use

- Building component libraries with design tokens
- Need variant-based styling (size, color, state)

## Pattern 1: Surface Primitive

Single component for all layered surfaces:
