Codifies the plan-and-delegate workflow for evolving plugins, skills, and agents. Given a target (plugin/skill/agent name) and an evolution goal, this skill first brainstorms 2-3 approach options using the cheapest available model, presents them for selection, then writes a structured task plan and Copilot CLI delegation prompt for the chosen approach. Called by os-architect for Path B (update) and Path C (create) executions. Can also be invoked standalone.

# OS Evolution Planner (`os-evolution-planner`)
Transforms an evolution goal into a structured task plan and a Copilot CLI delegation prompt, brainstorming 2-3 approaches with cheap models before finalizing plans.

## Critical Constraints
1. **Read-Only Exploration**: Brainstorming phases are strictly read-only; no code mutations until user selects approach.
2. **Present Multiple Approaches**: Always present 2-3 distinct approaches before writing execution plans.
3. **Structured Delegation**: Delegation prompts must include exact files, constraints, and acceptance criteria.
## Quick start
Inspect available cheap models for brainstorming:
```bash
cat references/cheapest_models.md
```
## Workflow
1. **Read Environment**: Inspect `context/memory/environment.md` for delegation strategy.
2. **Brainstorm Options**: Generate 2-3 distinct approaches using the cheapest model and present tradeoffs.
3. **Gap Detection**: Audit target against standard ecosystem gaps (missing gotchas, handoff blocks, eval counts).
4. **Draft Plan & Prompt**: Write task plan to `tasks/todo/` and delegation prompt to `tasks/todo/copilot_prompt_<slug>.md`.
5. **Dispatch or Review**: Await user confirmation before dispatching via sub-agent CLI.
## Verification
Confirm generated task plan and delegation prompt exist and have valid structure:
```bash
test -f "tasks/todo/<plan-file>.md" && echo "Plan verified"
```
