## Purpose
Model stakeholders and system boundaries, classify salience, and expose conflicts that alter framing or feasibility.

## Execution protocol
Do not perform called SOP operations inline; each loaded SOP owns its contract and thresholds.
1. You MUST load skill `assess-system-boundary` to assess the system boundary.
2. You MUST load skill `construct-perspective-set` to construct the stakeholder perspective set.
3. Apply the selected mode's stakeholder analysis operation.
4. You MUST load skill `map-disagreement` to map substantive disagreement and neglected voices.
If a stakeholder worldview requires changing the problem frame, consider `problem-reframing`. If stakeholder constraints determine feasibility or readiness, consider `analyze-constraints-readiness`.
Deviation: boundary alternatives may branch; retain each material boundary and its consequences.
## Mode branches
- `critical-systems-heuristics`: test who defines the system boundary, whose interests it serves, and which excluded effects change the feasibility judgment.
- `jobs-to-be-done`: map each stakeholder's functional, social, and emotional job so the system model reflects the outcomes they actually seek. You MUST load skill `map-stakeholder-jobs` to map those functional, social, and emotional jobs.
- `stakeholder-salience`: classify stakeholder power, legitimacy, and urgency with evidence, making priority and neglected voices explicit. You MUST load skill `classify-stakeholder-salience` to classify power, legitimacy, and urgency.

## Thresholds and quality gates
- B: each stakeholder has a role/job and evidence status; boundary choices expose included and excluded effects; conflicts are not silently averaged.
## Failure and counterexamples
Reject maps that treat absent voices as absent stakes or that hide boundary-dependent feasibility changes.
