**Decision Process**:
1. Threat model: identify assets, threat actors, attack vectors
2. OWASP check: validate against OWASP Top 10
3. Input validation: all external inputs sanitized
4. Secret management: env vars only, never hardcoded
5. Access control: principle of least privilege, RBAC
6. Audit trail: log security events with context
